best way is to let this kind of people go through a corrective action by send them for a 1 day short course then perform X- number of hours in the same environment and let them taste their own medicine. Since our healthcare needs manpower. let me do task like feed the patient, clean toilet, bring patient to toilet...etc lighten the load of the front liner. Win win for all
