Honestly speaking Fresh grad salary if he/she work as civil servant ALREADY Quite high and reasonable than one work in Private sectors Doing the Same job .
All is in line with GST Hike

In the past the remuneration of a civil servant is much less than those in private companies, now the reverse is true......

The starting salary of a fresh grad in public sector should not be high so as to encourage them to go outside and get experience.
After they have gained experience then they can go to public sector to have a better salary.
A fresh grad in public sector does not learn much, except how to follow procedure.

Tactically is like this, A lot so call Holding Manager post in Public sectors, Directors MOST actually is from another Ministries again is Public sectors.
Actually same like those in private so call " Job hop " but these civil servants is job hop within public sectors doing different job under different Ministries come salary it do increase when been interview by HR etc IF get selected.
