No. They will hire more FTrs but ask these FTrs to pay more for accomodation and transport.

Many mid-career PMETs are still jobless and had to resort to work as Grab delivery man or drive taxis to put food on the table.....

Actually it's the opposite...a higher cost to hire FT, means the locals also jack up their salary requests...they know they r in demand.
It's about supply and demand

The younger grads can jack up their salary requests, then the companies just hire FTs.
The only way is for them to ask for lower salary to get the job.
They will still get the job, unlike middle career. Because PAP has built a Close job environment-

No way are we allowed to move from F& B WAitress to Human Resource
Or tuition teacher to Logistics Executive ( my friend's sister)
2. Must apply for same pay
Companies do not accept if you are willing to take pay cut

u know huh. most hr wanto employ ft simply because theyre easier to handle especially the lower rank staff. locals hv too many rights. act tough can quit anytime n got father mother down friends here to kpkb. ft no much say. their purpose leaving hm so far away is to earn money therefore usually kwai2 n willing to follow instructions n accept more work because scared kenna marked sent hm!
