best to to ban people from smoking while walking. With mask on, the smell seems to trap into the mask whenever you walk passed smokers, making it hard for others breathe especially for non-smoker.

I think can give them 4 charges....
1 Smoking in non smoking area.
2 Not wearing mask.
3 Obstructing duties lawful officers
4 Refusal a lawful order from authority to show      IC.
