The headlines is twisted from the truth. It should be:

"Russia will retaliate with nuclear weapons if Nato provoke Russia with Existential THREAT" 


The interviewer asked the diplomat what IF Russia face existential threat from Nato. He replied Russia will use nukes. 

If Nato is crazy enough to provoke Russia with its existence, ie, Nato use nukes to wipe out Russia, then Nato deserves to be nuked.
