The Neo Nazis are extremists like Isis. They dont follow any rule of the book. Kidnapping, taking hostage are normal to them.
The Russian Army, is a different kettle of fish. Like all other organised Armies that act in accordance with the Geneva Convention, they are professional soldiers who are bound by the Army Code of Conduct with regards to treatment of civilians. Servicemen who break rules intentionally or otherwise are court martialed & punished.
An organised professional Army like our SAF dont go around kidnapping people or take hostages. These are the work of hooligans & extremists gangs.
