In MHO, it is not because the CCP has forgotten about the CCP constitutions but CCP is presently walking along a shoe string. On the one hand, they are afraid to offend PUTIN who is a very aggressive Comrade; on the other hand, they knew they would b despised by most people who love and always fight for peace. Fortunately, most country leaders understand the present position China is in and stayed restrained. Hopefully, those extreme CCP fans can appreciate and restrain themselves and not to make life difficult for themselves..
