Too early to talk about rebuild. It depends on how the war develops. If Zelensky surrenders now then rebuilding plans can go ahead. If he stupidly dun surrender and Putin decides to dump a few nuke bombs to end the fighting, then everyone can forget about rebuilding for another 100 years until the radio active subsides......
