The other two are for training and getting exposure for bigger roles in future. Unfortunately they sending two confirmed rubbish, so future looks bleak......

they are the best man pm has chosen high IQ best performance,no need to train so expensively,
after tharman rtns brief them will save many thousands more for the pubklic fund
