One cannot just plan on what we want and what economic downside can occur as virus is dynamic and unknown enemy.

Use the variants free inactivated vaccines. Till now, the different shots manufactured vaccines cannot outrun with the new variants unless you use them immediately. There is still a time lag.

Before vaccination and after vaccination.

No point make people carry the TT around anymore if the intent is to cultivate widespread community infection to achieve herd immunity. 

This assumption is made basing on no action from authorities to impose measures like CB to curb the spread........
