You mean outside the main door?
Usually the family is from Taoist practice (some also Buddhist), means they are celebrating a happy occasion like wedding, or first born ... During CNY, most Chinese houses which practice Chinese religions hang the red cloth outside. But my neighbour which is a Christian family also does that.
