Food should be number 1 cos transport and pub bill are added into food cost outside.

Food is not accurate 

4.5% could be due to only the 10 or 15 Items

like rice, sardines, orange . . . 

that is why there is NTUC House Brand

not all food ie japan pork stock

Packet food used to be 3.50 but now 4 average about 50 cents 

So that's already more than 10% at least in dollar term

But the quantity in some food items also shrunk or reduced in size therefore should be at least 15%
