My answer is "No".    

1. Japan won the contract to build HSR for India. In the last 5 years, only 10 km out of the total 500 km was built. Now Japan is asking for extension of another 10 years to complete. The project will be loosing big for Japan.  

2. China built Boston HSR completed and run smoothly since completion. Japan built for Washington, on 1st run, it derailed 3 times.   

3. Now Biden wants to compete with China's 1-belt-1-route. G7 is allocating money to build for other nations. Can US-G7-Japan build?
