its a question of balance between severity of punishment and harm caused by the crime.
some argue that drugs kill...so it is okay to hang trafficker.
the is a problem with that because it is an unproven presumption that the drugs has killed anyone.
its lke hanging someone for mere possession of a weapon before it is used.
others argue that it is an effective deterrent. cutting off the hands of thieves is also agood deterrent but we dont do it for good reason.
many will always resist removing death penalty for.drug trafficking because they feel authorities are unable to keep
drus out without this.
