Senator Rubio told the Financial Times that "Apple is playing with fire. It knows the security risks posed by YMTC. If it moves forward, it will be subject to scrutiny like it has never seen from the federal government. We cannot allow Chinese companies beholden to the Communist party into our telecommunications networks and millions of Americans' iPhones."

The memory area of the phone is being discussed, and yes, encryption is good enough. Online threat has nothing to do with the memory.

An analogy will be the data in your hard disk. If data is encrypted properly (and I assume Apple will do a good job), then online attack is a separate matter altogether. You can be attacked and hackers can get the data, but they couldn't decrypt it. Same goes for whatever trojan.
