The nomination form can state that in the event of death of the HDB owner, the HDB flat can be given to even an outsider....a close friend, not necessarily to a relative, as in a living Will.....
The general sentiment ish that newer flats compare to the older one are becoming smaller\lousier in quality cum location more and more ulu, so kind of expect the numbers of people rejecting such deal to grow larger in future.
Beside moving house ish a big thing for most, not just the financial cost but also emotional attachment to your old neighborhood and neighbors.
