He claim actually if you take phone take photo of strangers on the street is No an offence UNLESS YOU go toilet or etc trying to take photo of that person in nude or doing private stuffs THAN You are commit an Offence.
Good an example, you see those videos of Uncle, Aunties fighting , quarrel , youth fighting in public etc . Do the person who record it get charged? Nope.

Take buttock picture without consent and with clothed on, I think is an offence now.
You snatch the mobile phone of someone who takes upskirt video is also not considered an offence but must also make sure you dont keep the mobile phone.
