More like they don't dare do SERS already.
The excuse of fewer sers sites holds little water. Flats will keep getting older in the coming years and many will need to be redeveloped.

I hope my block will never be SERSisfied. Elserly People must spend 4 months  packing and after moving, cleaning and unpacking.
