We have been alerted to a video circulating on social media earlier today involving a minor and a cat. We have assisted the caregivers to file an AVS report this afternoon and linked the caregivers to the investigating officers. The caregivers have also filed a police report. We will continue to work closely with the caregivers and authorities on this case.
We are extremely upset about this incident. One case of abuse is one case too many, what more when a minor is involved. We want the investigations to be carried out efficiently and without issues including any attempted witch-hunt of the individual and/or his family. For this reason, we echo AVS’ request to everyone to not circulate or publish screenshots / videos / location of the incident.
At the same time, we recognise the need to prevent future incidents like this from taking place again and CWS will continue to engage the authorities on possible approaches to take. Thank you.

Curiosity kills the cat...there is a perception that cats can survive high falls, maybe he just want to try out. But before he commit this act, he looked around first, meaning, he already thought throw from 22-storey is wrong, sure cannot survive, and passerby people may stop him. So I think he needs to be caned or go boys home for proper education.

It is true that cats when thrown from a certain height can survive, cos they know how to land on the ground floor,  But that is from a height no more than 3 storey.  At 22 storey the cat is bound to die.......
