The man did not "fake contributions " to CPF.
If you fake contributions means you did not make real contribution but misled others that you did. Example if you sell a fake rolex it is not real rolex.

He made contributions to CPF. What he misled HDB that he had a real.job to get a loan. He had no real job and was committing crimes to get money.

The money is real so is the contribution to CPF.
