That's where you are wrong. The 10 cases will infect exponentially to many many cases. They should not have allowed the imported cases to clear immigration. Just make them turn around and head home.

The 10 imported cases would have been quarantined whereas, there are many hidden local cases roaming around. So which is more dangerous?

The imported cases may be the ones mutating all the time outside of this red dot. So you ask yourself this question.

Locals cases spread like wildfire, mutation could also occur. Mutation occur when it spreads. 

When there are >2000 cases here daily, it is not sensible to quarantine incoming people anymore. Open one leg might as open two legs
