He was a single person standing there, albeit flanked by supporters. How does that constitute as an assembly?
If you look up the definition of assembly, it will be said that it is "a group of people".

It is up to the Police to define what is an assembly, and if it is found to be dissent then they can be charged for illegal assembly.........

Yes, the same set of laws must be applied to all and they must be clear and unambiguous. But what we've seen is that some laws are especially harsh when they are towards political dissidents.
