Many PRC netizens complained that the latest MIUI-13 OS for Xiaomi Phone contains an "Anti-Fraud Function that monitors their phone.  The official explanation is that MIUI-13 did not contain such a function but it is working together with the National Anti-Fraud Center App that will intercept any designated fraud activity while using the phone,  and this App cannot be removed.  So it is very safe to use if one only believes that their phones have not been monitored for other activities except for fraud reporting.
