My guess is mixed with other substance?

So many flats in Sg, how come only SengKang and Punggol flats have serious moulding issue.

Obviously is lousy paint bought by town council, different town councils got different standards, we called this double standards.

cut costs use modified paint etc

Those flats along kallang river and at marine parade facing the sea have no such issue. Obviously the contractor at Punggol and Seng Kang used cheap lousy paint. Don't need three months to study.
