It's what happens when the same mod team previously were hands off to horrible online behaviour on their forums, and now are belatedly trying to clean house because of official orders/scrutiny and because forum members are holding grudges from past injustices they feel they've suffered from the inaction of the mods there. 

That's why if people want to mod an online forum, either do it right, do it well, do it consistently from the get go, or don't do it at all and suffer the consequences/reset.

So wuliao until like. Why not get a job to earn more money to support the family
