Should set property tax on speculators, meaning those who do not live in HDB more than 7 or 10 years. 

Otherwise, HDB property price will just spiral upwards and average Joe cannot afford to buy HDB.

u no see it is managing it up? small number of bto, long delivery time forcing people
to the resale market, ec and private where pockets is deep enough.
