The teen can't be hanged anyway as he's under 16.
Culpable homicide isn't exactly that much less severe a charge than people think.

See highlighted portion. I think they downgraded the charge from straight up murder due to the mental state of the teen. Even if you wanted to charge him for murder, it is very likely he could have used the defence of diminished responsibility to mitigate and reduce his charge and sentence anyway.
