These civil servants are not creative at all and can't take challenge. They should organise elderlys to clean up estate and exercise at the same time and get paid. One stone kill 3 birds. 4th bird is to reduce health care burden.

Paid enough and let capable civil servants take up the. challenge. Cut head counts on the upper and upper middle management and hold them responsible on their job.
