It is like some precautions were taken but lots of flaws.

You cannot use just temporary barricades. Out of so many some are for certain going to move it and enter it not knowing the situation. Signs are useless because there could be foreigners who can't read English. 

For life threatening and potential fatal accidents you need enough measures such that the responsibility clearly falls on the people circumventing it. For example the barriers have to be damaged for the people to go enter.
