new hub is used to import more foreigners/PRs to boost HDB resale prices.

when PAP starts new hub, the first thing is to recruit foreigners/PRs for the new hub.
why PAP does not start a job programme to train singaporeans for the new hub ?
if not, singapore will always lack of local talents or always depend on foreigners/PRs for new hub.
