Stoopid suggestion. Just increase the tax rate for the high earners is sufficient lah. More efficient and clean.

Costly to enforce are all excuses from govt. If they want to proceed at all cost they will. Look at the covid vaccine we bought in the early days so much monies also costly also can fork out and enforce.
How is collecting tax on inherited property difficult? The property can't run away, correct? If can't collect from owner's heir, auction off the property.
Don't just give excuses.
Timing is important. Remove or impose, as and when the timing is right
