Sounds like we copied from Finland.
This is very common in USA. But usually they try to limit this mode of living to 2 years because living in a car in a country with 4 seasons has life/death consequences. I remembered posting a very long article in this forum about the homeless living in cars in USA a few years back.
The current machinery stands ready for such a culture with the parking fees, road tax, ERP, parking lot, double yellow line, gantry, petrol ....
