Can the merchant refuse to accept despite it is legal tender? If they don't accept complain to SPF and ask them catch the merchant? E.g if that merchant is a hawker? This is doable?

Why go to such extreme altho technically you can? simply go to another merchant or use to buy things at NTUC.
Merchants will grab it and flip for profit online
