When interviewed few days ago Sham mentioned he asked PM to review. Where else we read earlier on in another page that review is initiated by PM. In other words the long silence confirmed that PM is really scare of Sham. Sham is the REAL boss. Now buying time to ensure 'nothing to hide' ( hinting) till next Parliament sitting.

Can you share some plausible reasons for PM Lee to fear Sham ? How does Fear explain the situation you called out?

I think he probably knows by now the Public backlash will be unforgiving. A bit like SMRT's Saw and TT Durai.
