NATO as a defense alliance is free to go where countries want them, to be. Apparently Japan wants NATO there as a counter to tensions causes by China in recent years yrs in the region.

China I'm recent years under Xi has increasing assertive stance for Taiwan. South China Sea and befriended rogue nations like Iran, Russia, etc

So shouldnt Macron ask for restrain from China first

You are wrong, NATO is not a peaceful alliance, it bombed Yugoslavia and Libya killing hundreds of thousands of civilians.

NATO did not have the backing of the UN Security Council to use force in Yugoslavia.
