If you look at San Francisco today, it's like a ghost town. Drugs addicts everywhere. They look like zombies.

It is cruel to say what I am going to say but it is science
1. Addiction to substance is hereditary.
2. Society that are not exposed to substances became highly vulnerable later ...red Indians to alcohol etc.
3. So we see certain races and societies prone to addiction..often passed down from father to son.
.drug epidemics take hold will disappear after a few years eventually the society or group become resistant.
In the mean time many will die.
Problem with societies with very strict drugs laws and control is later you can became very vulnerable when the control breaks
