Those you mentioned are the exception. Most still hv to make money the hard ways and live frugally. And in the process they are penalised by paying very high coe and taxes, with little or no goodies

From gahmen revenue so yes, all taxes, duties, etc. Shouldnt be from reserves.

Partly from us since we all pay some kind of tax. But also from stamp duties erp and other taxes. Not sure if Coe premiums are counted in.
