You may have noted that the Deputy Speaker of Parliament in the above video clip is Mr Christopher De Souza, who himself has been found guilty of professional misconduct by a disciplinary tribunal and was referred to the Court of 3 Judges. So here we have a Parliamentary sitting on the conduct of 2 Ministers, being chaired by a Deputy Speaker who himself was found guilty of professional misconduct and yet deciding on Parliamentary proceedings. Therefore, another conflict of interest situation arises in yesterday’s Parliamentary sitting on the conduct of the 2 Ministers chaired by Christopher D Souza as Deputy Speaker of Parliament. Why did he not recuse himself ?
