Nope he ask about why Lorry still allow to fetch foreigner workers. He concern on the safety.

Tactically speaking lorry cannot have people sit behind as it is dangerous.

IF you are a private driver your friend sit behind the lorry actually TP will fine you for it but come construction so call lorry used to fetch foreigner workers is ok .
