Based on the case files Bernie (F1 boss) will socialise with top officials to sense them and what they can do for him.Ā 
Once he sense they can accept money he will slowly propose his scheme.

This isĀ just my guess to bring F1 to Singapore, Singapore had to pony up millions ....likely it is linked to these sums.

This is on the high side this is almost 20M higher than Saudi.

Just my guess is the bribery is to get Singapore side to agree to poorer terms.for.the contract.
