It makes no difference who the PM is because Perm Sec does all the work managing current issues and problems, keeping the Minister fully informed. Providing advice and drafting public speeches, generating ideas to support the Minister's agenda. Encouraging a climate in which the Minister and Ministry staff can work effectively together from research and case studies. They all have few things in common, thick skin and the ability to convince Black is White and vice versa.
