The difference is minor between Osaka and Tokyo as both are Japanese languages, Osaka has some local expansions and phrases. However Okinawa used to be an independent kingdom, it was invaded by Japan in 1876 and was annexed in 1972, so Okinawa language is like a foreign language that no Japanese from mainland can understand
Okinawan mother tongue is not even a "jap dialect".

It is a separate language of its own called Ryukyuan.

Jap gov has never want to recognise Ryukyuan languages for fear of retaining their culture which is different from Japanese.

By preserving Okinawan indigenous culture and language will only highlight the Potsdam Declaration which defines Jap surrender conditions which states Okinawa is not part of Japan.

Okinawa should be independent!

Not appropriate comparison. 

Okinawans speak hokkien. They mainly migrant from Hokkien province. 

You may say their Hokkien is different from mainland or Taiwan.

This is the differences btw Osaka and Tokyo
Same like Vietnam, Hanoi and ho chi Minh speak different dialect but they both can understand each other..
