Shouldn't HK steps up only after Japan started its 30-year program of pouring radiated water into the sea?

Or are they collecting data for comparison with data after the 30-year program of daily release of radiated water started? I think it's a good idea as so far, the IAEA's safety standards are for shorter durations of exposure. We never really had a study of what will happen when the radiation, even when diluted, is constantly polluting the waters for 30 years.
Why our govt still pretending nothing happened?
Just ban lah, why are they so afraid?
