There are gains of cuz but not those big gains like retake a whole city kind. Theirs is retake village aka kumpung in Msia. So from an overall perspective it is considered a failure.

Anyone still remember US sold Stinger missiles to Mujaheddin during the USSR invasion of Afghanistan in 1980s ?
