By the time Plus/Prime ready to sell after 10 years, the income ceiling cap for the resales most likely will revise to $22,000 - $25,000 due to inflation. By putting resales household ceiling eligibility cap NOW is meaningless.

We are talking at least 14 years (plus construction) matters by setting the rules of current condition now.
