my friend got offered a GM role in a Foriegn site, really good package

The same reason why FTs like to work in SG is the same reason that deters sinkies from working overseas, i.e. tax.
For a say $100k-200k p.a. salary overseas, it is quite common for personal income tax to be 35% to 40% in many places.
