He build up.a nuclear arsenal to threaten other countries.
He is a dictator that brainwash his people thoroughly and they are not allowed to leave his fiefdom and have no access to information from outside world.
What did he complain about?....
He himself is a.menace to mankind.
He should remove himself from power if he wants to do some good.

All along they wanted to combine with South Korea. The playgrounds, schools, train networks, business districts and maps were previously planned.
However, there is someone who stands in the way, of division with conflicts. Their previous last hope with the then-friendly South Korean Government did not end well. South Korea doesn't have control over some military weapons on its soil. Nuclear power is until now, their core strategy for survival and bargaining tool.
