Unreal and Unity are usually for bigger development groups lah.

Solo developer better use something else especially if one is a novice. I used to use RPG Maker (2D and only for RPGs, not action stuff) but it is not free.

I heard that Godot is not bad and easier to use. Maybe can try that one.

I tend to disagree from my experience using unity.
I find it is quite good for small projects and when you want to go on to bigger ones you can scale up.

It is best to start with something you can scale so you don't waste time switching over to new platform.
