pay is confidential. should be slightly more then enough to deter crime. the rest is detection.
high office holders should be paid a lifetime income so that they no need to worry after retirement.
pay to insurance company and let insurance co handle the rest. no need to build a long term burden for country. better.

And 70% of his men are only drawing allowance in NS
His salary must be 5 times lower
