It was learned on the 3rd that the captain of the Japan Coast Guard plane apparently knew that he had received permission to take off from the air traffic controller.
JAL explained that ``landing permission had been granted and was read back'', revealing a discrepancy in the understanding of both aircraft.
Air traffic controllers generally do not allow two aircraft to approach a runway at the same time. The focus of the accident is on what instructions were given to both aircraft.
All 379 passengers and crew members of the JAL plane evacuated, but 15 of them sought medical treatment for bruises and poor health.
